Having an energy efficiency house is quite mandatory in Finland

On 1st October, 2008 the European Commission has announced that all public buildings in the European Union over 1000 square meter need to have a Display Energy Certificate. The energy certificate needs to be displayed at all times. The EU Energy Performance of Buildings Directive was responsible for the introduction of these certificates in all the EU member states. These were to be in full effect by January 2009.

The function of Display Energy Certificates is twofold as they are required to monitor and improve the energy performance of the buildings. The energy efficiency of public buildings which were previously unknown can now be easily checked; thanks to these A3 sized certificates. The efficiency is calculated based on the energy usage of a building using a scale similar to the one used to calculate the efficiency of household appliances and other electrical devices. The scale ranges from A to G, A being the most efficient and G the least. This certificate comes along with an Advisory Report (AR) having a validity of seven years.

Only an accredited energy accesor using Government approved software can undertake the Display Energy Certificates and advisory reports. The energy accesor needs to be aware of factors like the total internal floor area, the operating hours and the meter readings or consignment notes for all the fuels used in the year of assessment of the building to produce an accurate Display Energy Certificate. The owner as well as the inhabitants of the building needs to be well aware and maintain records of these factors as the software will automatically generate a G rating if the energy accesor is not provided with sufficient information.

The Government of Finland has made it mandatory to have energy certificate for all buildings constructed after 1st January, 2008. These companies have got websites of their own and if you visit them, you can get an idea of the service they are ready to provide you. You can get the list from the Internet. It is better to talk to a few of them before hiring one of them as you will then get a clear idea about the picture.
